The announced calls for operational programmes and public tenders for national support programmes are the tools for fulfilling the objectives of the National RIS3 Strategy and their regional components. In cooperation with national and regional RIS3 teams and managing authorities (MAs) of programmes supporting the National and Regional RIS3 strategies, the calls and public tenders are aimed at supporting the priorities of the oriented and applied research as well as the innovation laid down in the RIS3 strategies. In practice, projects implemented on the basis of success in announced calls and public tenders focus on supporting horizontal objectives, domains of specialization and R&D&I topics defined in the National and Regional RIS3 Strategies.
The allocations of funds allocated to support the priorities of the RIS3 strategy in the operational programmes are quantified in the Annex 3 of the National RIS3 Strategy. The amount of funds allocated is indicative, although it has been verified with the relevant managing authorities. The indicative financing proposal of the National RIS3 Strategy is based on the experience from its implementation in the 2014-2020 programming period and on the expected allocations of the operational programmes for the 2021-2027 programming period. Allocations are gradually being refined.
In addition to the operational programmes co-financed from the EU resources, some national support programmes are linked to the support of RIS3 strategies, including relevant ministerial programmes of the Czech Republic, for which innovative elements corresponding to the National RIS3 Strategy have been gradually identified. These are dedicated national support programmes managed by the TA CR and ministerial programmes, the indicative allocations of which are also listed in the Annex 3 of the National RIS3 Strategy. The indicative proposal for financing the RIS3 strategy from national sources is based on the experience in the implementation of RIS3 strategies in the Czech Republic and on the expected allocations of national funds approved by the Government of the Czech Republic for the period of 2021-2027. The strategy also envisages the involvement of private sources, in particular through the co-financing of projects, and it is assumed that the involvement of private sources will be supported through the EDP process.
